Sorry for not getting back to you sooner. I am not on this site very often these days. At this point I am only doing video sessions for people who are located in BC and would not be comfortable working with anyone in the USA.
When in doubt check with your professional association and check your insurance. I was on the BCACC website a few weeks ago and on the main site I remember reading newer guidelines about counselling outside of your jurisdiction so it would be a good idea to check that out. I just can’t remember where I saw it. If the jurisdiction that you are thinking of working in has a College, for sure you have to be licensed in that jurisdiction to work with someone there.
